Decoding the Essentials of Digital Financial Inclusion (DFI) for Vulnerable Women – The DFI Landscaping Report

To understand how women’s economic empowerment can be bolstered by the uptake of Digital Financial Inclusion (DFI), LightCastle Partners, in collaboration with BRAC James P. Grant School of Public Health, conducted a study titled ‘Situation Analysis and Design Support for Enabling Digital Financial Inclusion and Women’s Economic Empowerment in Urban and Rural Areas”. The study was commissioned by WFP as part of the Vulnerable Women Benefit (VWB) Programme, co-implemented by WFP and the Ministry of Women and Children Affairs (MoWCA). 

The landscaping report collates insights from all stakeholders in the digital ecosystem and explores the barriers and enablers impacting social safety-net programme beneficiaries in fostering digital financial inclusion. Through demand, supply, and ecosystem lenses, the report presents policy recommendations, strategies and interventions to facilitate greater DFI. Policy level gaps and recommendations have been collated in a separate publication geared toward regulators and other policymakers. 

Phase two of the project entailed implementing some of the interventions identified during the research phase. Activities included the development of a learning curriculum for the financial literacy of social safety net beneficiaries, social behavior guidelines for MFS agents, e-learning content for beneficiaries and agents, DFI sensitization training for Department of Women Affairs (DWA) officials, and capacity development of DWA’s field level staff.
